Politics trumps policy: How health ministers make decisions

Abstract

This paper explores how health ministers make decisions. It is not intended to be an exhaustive inquiry into the subject; rather it draws on my personal experience as a public servant, a health minister, and a political advisor in the British Columbia government over the past 40 years, plus informal interviews with former health ministers from different political parties.
