Attitude towards vasectomy during post-emergency period: a study of family welfare workers in Uttar Pradesh

Abstract

PIP: The vasectomy services offered by the Family Welfare Program were implemented aggressively during the emergency period 1976-1977. The result was that approximately 8 million vasectomies were performed in India during the period a total 4 times that of the previous year and over 8 times that of the period before that. The periods immediately following the drastic increase, namely 1977-78 and 1978-79, proved to have record low indices of vasectomy acceptance. In analyzing this setback, the Population Centre of Lucknow conducted a study to determine the current attitudes of the population toward vasectomy. The objective was to determine how the programme for vasectomy acceptance can be revived after its setback. A self-explanatory questionnaire was designed and distributed to Family Welfare Programme Workers in 6 Lucknow districts in order to assess their perceptions regarding the communities' attitudes. Most of the respondents considered that the vasectomy program had received a bad name during the emergency period because of incorrect implementation of program policies, operations having been performed on noneligible males, misconceptions regarding the effects of vasectomy, aggressive coercion by program workers and unsatisfactory services for postoperative follow-up care. All interviewees agreed to the following recommendations: 1) there exists a need to emphasize vasectomy as one of the most important family planning methods; 2) misconceptions and rumors should be nullified and corrected; and 3) vasectomy services should be strengthened and better arrangements for follow-up care should be made.
