Policy purposes of race and ethnicity: an assessment of federal racial and ethnic categories

Abstract

This paper examines federal standard racial and ethnic categories defined in Office of Management and Budget Statistical Directive 15. Strengths and limitations of these categories are presented in terms of an international conference on the measurement of ethnicity, the historical experience of the United States with racial and ethnic data, and the utility of standard categories to describe the American population of the 1990s.
