Abstract

Chapter 2. Climate, obstacles to action and responsibilitiesThis contribution sweeps across the various obstacles to action in the fight against climate change. In the first place, we consider the difficulties arising from the physical characteristics of the disturbance in question, related to our human capacities of perception and reaction. Secondly, political, institutional and legal obstacles to action at the level of the stakes are considered.
